After many years of preparatory work the Member States of the European Union established a consortium in 1992, with London as the centre. With the help of the ERASMUS and later the LINGUA programmes its task was to develop a uniform language test in the languages of the Member States of the European Union. In accordance with EU unification policy the Member States that formed the consortium wanted to ensure the equivalence and reciprocal recognition of the certificates in each language without having to validate them nationally.
ECL exams can be taken in Czech, English, German, Hungarian, Italian, Spanish, Polish, Romanian, Serb and Slovak.

Whitechapel College – which is based in London - is the official partner of the ECL language examination centre and is authorised to set up an examination network for conducting ECL exams in the UK, Ireland and Gibraltar.
Schools, language schools, foreign language centres, institutions of higher education and other institutions involved in the teaching of languages can join the European Consortium for the Certificate of Attainment in Modern Languages (ECL-Consortium).
To become a registered centre for the ECL in the UK or Ireland or Gibraltar please send us an email to (info@whitechapelcollege.org.uk) expressing your interest. We then will contact you within three working days to complete the approval formalities. If we approve your organisation then you will be able to prepare your learners for the ECL exam as a registered ECL Exam Preparatory Centre or you can administer tests in the different ECL languages as an ECL Exam Centre.
